- Goods carriers: the CAQM transition that let BS-IV commercial goods vehicles enter Delhi ends on 31 October 2026.
- Delhi-registered vehicles are not covered by this entry restriction, but the 10-year diesel / 15-year petrol age rule and GRAP curbs still apply.
Delhi Vehicle Ban 2026 on BS4 Vehicle & Older Diesel Car
Vehicle Ban in Delhi has been announced by Chief Minister Rekha Gupta to curb severe winter air pollution and prevent AQI levels from rising sharply during winter. The announcement clearly states any vehicle registered outside Delhi that do not meet BS-VI emission norms will not be allowed to enter the capital from 1 November 2026 to 31 January 2027. [1]
This is not the first BS-VI announcement affecting entry into Delhi.
The CAQM barred non-Delhi non-BS-VI commercial goods vehicles from 1 November 2025, with a one-year transition for BS-IV goods vehicles that ends on 31 October 2026.
Earlier, on December 2025, during GRAP Stage IV, Delhi also turned back non-Delhi BS-III and BS-IV private vehicles at its borders.
The Delhi's Government has been proposing Winter Action Plan each year and this year strict measures have been taken, including the recent "No valid PUCC, no fuel" announcement.

What BS 6 Vehicles Means?
BS6 vehicles are vehicles that follow India’s Bharat Stage VI (BS-VI) emission standards. In simple terms, these vehicles use improved engine technology and specially designed exhaust systems to release fewer harmful pollutants into the air, helping reduce air pollution.
BS6 emission norms became mandatory for new vehicles sold in India from 1 April 2020. [2] At that time, India moved directly from BS4 to BS6, skipping BS5. BS6 fuel also contains much less sulphur than BS4 fuel, and diesel BS6 vehicles generally use special filters to reduce soot and smoke.
What does this mean for you as a vehicle owner?
If you bought a new vehicle in India after April 2020, it is likely to be BS6, but the registration date alone doesn’t confirm it. Older vehicles may follow BS4 or BS3 norms, depending on when they were manufactured and registered.
To be sure about your vehicle’s emission standard, check your Registration Certificate (RC) or look up your vehicle details on the Vahan or mParivahan portal.
Feature | BS-IV (BS4) | BS-VI (BS6) |
Mandatory for new vehicles | Until 31 March 2020 | From 1 April 2020 |
Fuel Sulphur Content | 50 ppm | 10 ppm |
Entry into Delhi (non-Delhi registered) from 1 Nov 2026 | Barred (petrol, diesel) | Allowed (subject to PUC and GRAP) |
Entry into Delhi if CNG/EV | Exempt as reported | Allowed |
Who Is Affected by the Delhi Non-BS-VI Vehicle Ban?
The rule is about where your vehicle is registered, not where you live.
Vehicles registered outside Delhi (UP, Haryana, Rajasthan, Punjab and others) that are below BS-VI cannot enter Delhi between 1 November 2026 and 31 January 2027.
Delhi-registered vehicles are not covered by this entry ban. They remain subject to the age limits, PUC and fuel rules, and GRAP curbs.
NCR commuters from Noida, Greater Noida, Ghaziabad, Gurugram, Faridabad and Sonipat are the most exposed.
Important clarification on private cars versus goods vehicles: the Chief Minister's announcement refers to "non-Delhi vehicles below BS-6 norms", and reports cover cars, bikes and commercial vehicles. A few outlets describe the 2026 rule mainly in terms of commercial vehicles. Until the transport department publishes its notice in full, treat BS4 and BS3 private vehicles from outside Delhi as restricted and confirm before you travel.
Allowed vs Not Allowed in Delhi From 1 November 2026
Vehicle | Registered in | Entry into Delhi (1 Nov 2026 to 31 Jan 2027) |
BS-VI petrol/diesel car or bike | Outside Delhi | Allowed (valid PUC required, GRAP stage permitting) |
BS-IV petrol/diesel car | Outside Delhi | Not allowed |
BS-III or older petrol/diesel vehicle | Outside Delhi | Not Allowed |
CNG vehicle (any BS norm) | Outside Delhi | Exempt as reported |
Electric vehicle | Outside Delhi | Exempt |
Emergency/essential service vehicle | Outside Delhi | Exempt |
BS-IV commercial goods vehicle | Outside Delhi | Not allowed (transition ends 31 Oct 2026) |
BS-VI/CNG/LNG/EV goods vehicle | Outside Delhi | Allowed |
For goods carriers: the Winter Action Plan lists essential services as exempt, but the CAQM direction says even essential goods must move in BS-VI, CNG, LNG or electric vehicles after 31 October 2026. Transporters should rely on the stricter CAQM direction until the Delhi Transport Department clarifies.
Diesel Car Ban in Delhi: 10-Year Rule vs BS-VI Entry Ban
People often mix up two different rules, so here is how they differ.
Rule | What it says | Applies to |
Diesel car ban in Delhi (age-based) | Diesel vehicles older than 10 years and petrol vehicles older than 15 years are end-of-life vehicles in Delhi-NCR and can be impounded and scrapped | All vehicles in Delhi-NCR, whatever the BS norm |
BS-VI entry ban (from 1 Nov 2026) | Non-BS-VI vehicles registered outside Delhi cannot enter | Non-Delhi registered vehicles |
GRAP curbs | Extra restrictions on BS-III petrol and BS-IV diesel vehicles as pollution rises | Depends on the active GRAP stage |
A BS-VI diesel car registered in another state is not barred by the BS-VI entry rule, as long as it has a valid PUC and is under 10 years old. In July 2025, Delhi briefly started denying fuel to end-of-life vehicles and then put that fuel ban on hold. The age-based scrapping rule itself was never withdrawn.
Penalties and Enforcement: What to Expect at Delhi Borders
There is no public statement released related to penalties for violating Delhi Vehicle Ban Rule but looking at previous records, this can happen.
- In case of no entry violation in Delhi, you might have to pay a challan of ₹20,000.
- In case of violating PUCC rule in Delhi, a fine of ₹10,000.
How to Check If Your Vehicle Is BS-VI (Step by Step)
- Look at your RC. The Registration Certificate and invoice usually mention the emission norm (BS-IV, BS-VI).
- Check Vahan/mParivahan. Enter your registration number to see the emission norm and fuel type recorded in the transport database.
- Check the date of registration. Vehicles first registered on or after 1 April 2020 are generally BS-VI. Vehicles registered around the 2020 changeover can be BS-IV, so do not rely on the date alone.
- Ask your dealer. The manufacturer or dealership can confirm the BS norm from the chassis or VIN number.
- Get a valid PUC. Carry a current PUC certificate for fuel and checkpoints.
- Check your challans. Pending challans can cause trouble at borders and renewals. Check challan status here.
Documents to Carry When Entering Delhi
Why You Should Act Before 1 November 2026
- You may be turned back at border checkpoints if your vehicle is below BS-VI, losing a full day of travel.
- You may be fined. Earlier winters saw ₹10,000 to ₹20,000 challans.
- You may not get fuel in Delhi without a valid PUCC.
- Resale and use value of BS-IV diesel vehicles will keep falling as NCR curbs tighten year after year. The Winter Action Plan has been described as an annual measure.
- Plan alternatives now: Metro, carpooling, a CNG or EV rental, or a BS-VI cab for Delhi trips.
